What are the differences between the Saturn and the PC/Gems Collection version of Sonic R? Because I played the latter to death and now want to know if there's anything worth buying in the Saturn version. Exploitable glitches maybe?

Saturn version does not have weather / time of day changes, and Radiant Emerald does not glow in various colors. Balloons are all blue and are NOT random, but this does not make for faster times, as they are evenly spaced throughout the course. The timer in the Saturn version runs at 167% speed, making records neigh impossible.

So if I TA on the Saturn I can use a formula to work out my actual time?

Now that I have a figure of the offset at hand (167) this shouldn't be a problem?

Though if a higher power says no then obviously I wont.

I got the Japanese Saturn version of Sonic R three days ago and started TAing it a little again. And the timer does not run too fast! I already beat my old TA flap record in Radiant Emerald from the GC version.

Other changes I noticed:
You unlock Eggrobo in Regal Ruin and Metal Knuckles in Reactive Factory.
The track in Radical City is differently coloured in different parts of the courses. Near the start it's dark blue but neat the pinball table it becomes rainbow-coloured which looks very charming.
The loading screen is awesome.

Also check your best times page, that's where the glitch shows up for me.

In the GC version you unlock Eggrobo in RF and Metal Knuckles in RR iirc. I'm not 100% sure as it's been a while, but I think so.

And I didn't see such a glitch on my records page. However I did notice that in it, there's only one 3lap/flap slot for each course, which displays the fastest time of either TA or reverse TA, depending on which is faster. So GP times are not tracked and if you want to see your times from either mode that is not present on the best times page you have to play the course once to see them. That's a little uncomfortable. :(
